Melbourne Bike Share – Will It Work?

Is the bike in the foreground part of the share scheme…

When I first heard we were getting a similar scheme in Brisbane I had exactly the same concerns about the helmet laws.

For the systems to be a success the authorities definitely need to have a more relaxed approach to the current regulations. Either allow them to be used without helmets, or integrate some sort of system where the users can hire/borrow their own. It wouldn't be hard to set up an automated helmet return system, where they can be sterilized and visually inspected by someone in CCTV land.

I live close to the city, so something like this is of great interest to me, and I would definitely hire a bike on the odd occassion. However, like you Wade, I can safely say that 100% of my use would be spur of the moment.

Carrying my helmet with me on the odd chance that I might want to hire a bike is a massive pain in the arse……and if an avid cyclist finds it too difficult, what hope is there for everyone else?

I do think the helmet factor will, er, knock the popularity of the thing on the head.

I see someone has already had a crack at you Wade in the Age comments section for being some kind of elitist, which is a bit harsh. Personally I quite enjoy riding without a helmet when I nick down to the shops to buy milk, but that's just in the back streets of Parkville. If I'm going anywhere with any semblance of traffic, that changes – I operate with a basic mistrust of what car drivers are doing (and protect myself accordingly). As much as you SHOULD be able to ride through the city and not need a helmet, the prevailing conditions (cars not looking, general antagonism, threat of getting caught in tram tracks) mean it's something that can't really happen at this point.

It seems like it's such a fine balancing act between getting people onto bikes, and scaring them off by telling them to take steps to protect themselves. Bike Snob has a good bit about this in his new book, his conclusion was a variant on 'ride to the conditions'.

Yes…I've learned to grow thick skin with some of the comments at Fairfax. It's a good thing though. It means that I've polarized the discussion and struck a nerve. It would be no fun if everyone just patted me on the back ;-)

I see a great opportunity here to sell a Bike Etiquette Program for would be users (especially tourists) to the State government, run by someone savvy enough to educate and instruct Bike Share riders of local road rules, riding etiquette and sites to visit around Melbourne.

I don't really think it's a tourist attraction. Have you seen the rates? More then 60 minutes will cost you more then a Daily Zone 1 Metcard. It's not a rent a bike and ride around scheme. It's more of a I want to go from Bike Share Depot A to Bike Share Depot B. Any deviation will cost you. Until there are substantially more bike depots it's practically useless unless you want to go from Melbourne Uni to Flinders St.

Time for a helmet Debate Wade….
I'm not sure how many other places in the world have helmet laws and regulations as strict as ours.
Maybe it's time for a re-think on these policies?

There is no doubt helmets save the lives of cyclists. Perhaps pedestrians and car drivers should wear them too?! That would save even more.

Anyways, I liked the Fairfax piece, good defence on the anti-elitist person with a chip the size of Tasmania on their shoulder, and to quote another reply at that site from 'Jim':

“I think this is just an idea the government has put together so they can say we are bicycle friendly. Whether it works or not they don't really care.”.

Which might tend to explain why they didn't do anything about the gaping chasm of helmets being required but unavailable to hire (very Python-esque!), and generally confirm many peoples' opinion of bureaucracy.

Mentioning helmet laws over there is like putting petrol on a fire….

The helmet law is the biggest problem with this scheme – as the law stands, I just can't see how this scheme will work.

Pricing seems pretty steep as well.

I have seen the Velib system in Paris and it works really well – but of course, no helmet is required. As a tourist in Paris I can easily jump on a bike with my trusty Limar half a world away in Melbourne – can't do that here!!

A fleet of Focus's (Foci??) would be even better – although the bar tape on the one in the pic could use a scrub!!

Enjoying the composition of your blurry and inappropriately named focus contrasting sharply with the blue bikes of the background…exquisite. Would anyone who owns a bike really want to ride one of those soul-less lumbering beasts anyway? I guess they could be great fun for a mass impromptu 'flash' bike-polo run down Swanston st. late at night?

Perhaps it's time to turn the helmet debate on its head. There are hazards to being a pedestrian which might well be protected in part by a requirement for everyone entering the CBD, whether on foot, by bike, tram or train to wear a helmet. If you drive a car, bring your helmet to put on when walking from the carpark to the office. The the spur of the moment hire of a bike would be so much easier, since you'd have your helmet with you always. Problem solved.

Unfortunately, when it fails, the government will say, “let's not spend any more on cycling, since it was only a fad. Look what we did for cyclists and they ignored us”.

Yep, I think we need to organise a massive race on these machines. It would be awesome!! Atleast that way they will get some use. I reckon get 100 bikes meet at Flinders st. and race to Albert Park or something. Or maybe find a bike path? Maybe i will hire one for a morning and pay the fees and race glenvale crits. Or a loop in the dandenongs. Imagine if you saw one of these blue bikes on around the bay smashing along in a peloton.
Btw, does anyone know if you can hire these bikes when it's dark and if they come with lights? Also do they come with a speedo so i can make sure i don't break any laws?

It is the mode of transport issue, just because you have a bike does not mean you can be bothered to take it to the city, Melbourne or Brisbane just to potter around for 20 minutes or so.
Statistics show just how short most trips are so, using a bike for 5 minutes that would take 15 mins by foot is not such a dumb idea.
I often ask “cyclists” in the local worldsi f they have a bike they use to go shopping with- most stare at me blankly or joke “yea this one ride to to the coffee shop does that count?”

Point is if “we” don't use bikes as an alternative form of transport then why sohuld our ever fattening sedatary compatriots?
Also as our helmet laws will never be eased or repealed – the chances are the whole hire scheme could be made cheaper and subsidised by on the spot fines for not wearing one ?

I think the other big problem the program has (for now) is how tightly clustered the stations are- the only spot outside the CBD with one is melbourne uni, and while I think that's a great target market they could have spread a few of their walking-distance-apart stations out a little further.

For instance, I needed to pick up one of my bikes from a service in St Kilda the other day, and was about to hop on a tram but thought “maybe I could take a hire bike and drop it off down there?”. It would have been perfect, I even had a helmet, but alas there are no stops down that way. Given the popularity of St Kilda Rd as a bike route, and how busy the trams on it are, you would think they could have reduced the number of CBD stations and put one in St Kilda or on Chapel St to boost early adoption? Or on Smith/Brunswick St? Or even down into the cultural dead-zone that is the Docklands?

I just don't think they thought it out very well putting 6 stations within comfortable walking distance of each other, and while they'll surely right this in the future it does them no favours in getting people to use the system early on.

I think the idea behind the clustered stations is to make the system more accessible and appealing. To me, it looks like what they're trying to do with the fee structure is to encourage short 30 minute or less 'hops' between stations, where the only charge would be your membership fee ($50 a year), as the first 30 minutes of you ride are complimentary. If/when the system becomes more popular, the cluster will expand, encompassing a larger area of the cbd hopefully, but I think they'll try and keep the majority of depots within an easy 15-20 minutes ride of several other depots, to really encourage people to use them for short trips.

I think the Fairfax piece might be missing the target market of these things a bit. They're not for tourists (most city bike schemes actively make it hard for tourists to participate). They're for regular visitors to the city who come in from the outer burbs on the train, and then ride something up to 5 km to get to their final destination. For instance, if you're a Melbourne University student living in the outer east, it's not really practical to ride to uni each day. But hopping on one of these bikes is a heck of a lot easier, quicker, and more pleasant (on a non-rainy day) than getting on a jammed tram, and a lot quicker than walking (particularly if your train runs direct to Flinders street rather than going round the loop).

As far as the safety issue goes, as you know, the more bikes in an area, the more drivers are looking out for them, so the risks go down. That said, it'll work a lot better when there are more cycle lanes in the CBD (yes, Copenhagen cycle lanes and bike paths suck for roadies at 40 km/h. But Fabian Cancellara would struggle to get one of these public bikes up to 40 km/h for any distance).

Someone just needs to take one of those around the loop on the Hell Ride.

It works just fine in Paris. Over there you pay a fee for a day or a week and the use of the bikes up to 30 minutes is free afterwards it costs something. So you keep hopping from station to station exchanging your bike within these 30 minutes intervals which is more than enough to get from one tourist spot to the next.

Yep pedestrians should all wear Sumo suits and car drivers should have full roll cages and formula 1 style protection and big giant foam bumper strips all around, then the world will be a better place! Oh and get rid of those dangerous buses, trams and trains.

I am in Italy on holidays at the moment, they have it here and Spain and France. To me it looks like a great idea- here. For Australia, not so sure- unfortunately, I hate to say this, but there are too many people out there that would vandalise these making them useless and not cost effective. I hope i get proved wrong….

btw, What happens when you are riding one of these bikes and come up to a yellow turning light and you can't stop in time so you keep pedalling and because the bike is so slow, you get hit by a MAC Truck full of concrete coming across at approximately 41.34kph. Albert Einsteins momentum equation states that you are totally f'd!

the equation of E=MC^2 aswell as F=MA in theory would say the fate of that individual on the humanised bicycle contraption would most likely be fatal. but using string theory aswell as many formuals ie G=mbN^2n this also take into account the grip possesed by the tryes but also velocity of the longtudinal but also transverse waves reflecting and deflecting of objects to make the time of the impact or the continuum more probable than inprobable but that also may be dtermined by the humidty of turbulent flow and hydrosperical function. this is why many ride recumbents. so in conclusion yes thatb would be vandilism as applying these equations any neuro surgeon should know what they are stepping onto before riding.

Uhm, that would be Isaac Newton and the law of inertia perhaps? Better read those high school physics books again buddy. To use Newton's law we need to make some assumptions. Initially this scenario would suggest that the light to turns yellow, then red for the rider and then green for the truck. One would have to assume that the Mack truck was starting from stationary in this scenario. As such, said Mack truck, to hit the bike, would have, let's say approx 10 metres to travel across the intersection to reach 41.34kph (or 11.4m meters / second in physics units) Let's assume the acceleration is linear and therefore the average speed over the distance is (at half way point ) 11.4 / 2 = 5.7m/s. So it takes 1.7 seconds for the truck to get going and hit the rider. The acceleration is therefore 6.7m/s squared. (truck accelerates at 6.7m per second each second). Acceleration related to gravity becomes 0.69g. Force required is 203 kilo newtons requiring about 1164kw. This assuming 100% efficiency of the engine. We know that the engine would need to generate about 30 – 40% more power to account for friction and transmission losses. So we are talking 2000hp here, and even the most powerful Mack trucks are at best rated at about a quarter of that. This concludes me to say that your scenario is unlikely. It is far more likely that a bike rider takes off at a green light quickly and is hit by a truck that was unable to stop for the red in the other direction.

Back to helmets for a moment – would it be possible to hire a helmet and buy a hair net (or even a light cotton cycling cap with the bike hire logo or some other advertising as a cost off-setter ?) concurrently. This might step around the sanitisation rule – and avoid helmet hair at the same time.

On helmet laws – vexed nmatter – since we all pay for treatment and rehab of those who collide with cars, trucks pavements etc when not wearing them.

helmet laws are stupid. Why are we one of the only countries in the world that has compulsory helmet laws? It's ridiculous- a way that the government can make an easy victory “see… we're doing something about safety for cyclists…” rather than actually doing the hard yards and looking at ways to get more people on bikes, design roads better and make our cities more accessible to all modes of transport. But that would take longer than a 4 year term…. rant over

Jason, have you bothered to consider the huge population difference and concentration in Spain and France?

For one, Spain & France have literally millions more people living in cities the same geographical size or smaller than ours.

Melbourne's population is just over 4 million people, spread out across a massive geographical area (with the population epicentre of Melbourne being in the outer East suburb of Mulgrave). The CBD is less than 2 sq.km. and our population density is 1,566 per sq.km.

Greater Paris has a population of around 12 million, has 45 million tourists per year, and has a population density of over 24,000 per sq.km.

Secondly, places like Italy, Spain and France have cities hundreds of years old, that have evolved rather than been built like ours. Melbourne can plonk a City Link Freeway pretty much right through the city, while the Italians, French and Spanish are looking at ways of making smaller buses, etc. fit their old narrow streets and thoroughfares.

I for one hope this concept works in some form, but would rather see lots more bike lanes on existing roads and proper driver education and laws/penalties to protect cyclists.

Paris Vélib' system = 20,000+ Bicycles and 1,639 Stations (10,000 bicycles and 750 stations when first implemented)
Melbourne Bike Share system = 100 Bicycles and 10 stations.

Go figure.

I've lived in both Sweden and Denmark – The bike-share thing works amazingly well.
Why? – Because the roads and lanes are built for cars AND bikes. Separate bike lanes, excellent signage, detailed maps. With such infrastructure, the helmet thing seems less important.

Contrast this with Melbourne, where the 'bike-lanes' in the CBD are more of a death-trap.

Melbourne City Council's efforts are misguided. Supply the bikes but not the infrastructure (or helmets!).

Ah not saying that at all…. It was just my opinion of what I saw that is all…. The ones I saw where all in good condition and I never saw one broken bike in the stands… I have driven down the freeway at home and seen 3 burntout/ vandalised cars in one outing (not saying that I see this all the time though)…. Like I said- I hope I get proved wrong… It seems to work well over here- I hope it can work in Oz too….

For mine, lets see how this sce4me goes in Melbourne. Hopefully, other cities on the east coast (where there are fewer car-burning vandals) might give it a whirl.

Paris realised that by not rolling out a mass amount of bikes from day one the whole project will fail. Paris is not the first city to try this, many cities have tried and failed. I think Melbourne didn't take into account why these projects failed and why Paris was a success. Secondly the helmet laws here will make it impossible for this to get off the ground, unless laws are amended or they find a suitable way to get helmets on heads. Honestly it seems that little thought has gone into what is probably this projects largest problem.

How about motorist etiquette towards bikes/pedestrians & other vehicle users. Bike users are already very well aware of the dangers. Motorists need to be educated, not only in the danger they put cyclists in constantly, but in common courtesy to all. Nothing will work until the population learns to respect each other!

The entire systems implementation has been very poor. The Government hasn't even considered the system as part of the public transport network! Opening the system with 10 stops really demonstrated that the Government had not done their research on successful vs. unsuccessful programs around the world as the need to make a positive impact on the population on opening day was a key factor in many cities success with these programs.
